Founded in 1993, Clifton, Weiss & Associates Inc. (CWA) is a Woman-Owned consultancy specializing in electronic communication systems planning, design, and integration. Through its 23+ year history, CWA has provided various services for clients in the transportation and utility markets.

Elizabeth Clifton, President

Ms. Clifton has over 35 years of experience in military signal intelligence, government, and transportation telecommunications planning, design and construction management.

As president of Clifton, Weiss & Associates, Inc., she directs the business administration of the firm, to include corporate strategic planning, marketing and resource allocation. As a working principle, Ms. Clifton is the single point of contact for clients and conducts the day to day management, coordination and administration of all engagements. Her expertise includes identifying and documenting client telecommunications objectives and needs, economic and technical evaluation of existing networks, inventory, cost containment and network optimization, traffic analysis, management and administration, and developing needs assessments and strategic planning documents. She is also responsible for project planning, scheduling, data collection, construction management and oversight of all project activity both within the firm and as conducted by subcontractors.

Ms. Clifton earned a BA and MS from the University of Massachusetts and an MBA from Simmons College in Boston. She also served in the U.S. Air Force and Army Reserves and held a top secret clearance.

Stephen Weiss, Vice President of Engineering

Mr. Weiss has over 40 years of experience in telecommunications, including construction, maintenance, engineering and operation of complex telecommunications systems for transit, railroad, utility and corporate clients.

He has performed needs assessments, cost/benefit analyses, economic and technical evaluations, cost containment studies, network optimization, long range strategic planning, implementation planning, network design, preparation of contract specifications and drawings, contract negotiation, construction, construction management, and acceptance testing. Mr. Weiss' expertise includes fiber optic carrier systems, telephone systems, voice, data and video networks, WAN/LANs, network management, Wi-Fi, microwave/radio networks and right-of-way leasing. Mr. Weiss holds a BS in Electrical Engineering from the University of Massachusetts, and an MS in Telecommunications Management from Barry University in Miami. Mr. Weiss has also taught a graduate level telecommunications transmission course at Barry University.

On June 1, 2017 The Institute of Electric and Electronic Engineers (IEEE) elevated Mr. Weiss to Senior Member grade.
